Support Services Leadership Team


Patrick Fulcher

Vice President, Support Services

Patrick is the Vice President of Support Services for RADCO Residential.  As a member of the senior leadership team, Patrick oversees Human Resources, Learning & Development, Marketing, Information Systems, and Information Technology.

Patrick began his career with Target Stores over 20 years ago and has served in a variety of senior human resources positions.  Prior to joining RADCO Residential in January 2017, he served as the Vice President of Human Resources for Pinnacle based in Dallas, Texas, where he was responsible for developing and implementing Human Resources services for over 4,000 employees throughout the United States.

Patrick has been a featured contributor to UNITS magazine and as well as a panelist with the National Multihousing Council’s HR Forum and the MultiHousing World conference. He has also been a frequent guest instructor in the Property Management degree programs at the University of Georgia and Georgia Tech in association with the Georgia Apartment Industry Education Foundation (GAIEF).  Patrick is an active member of the Society for Human Resources Management (SHRM).



Sarah Allwardt

Director of Marketing

As Director of Marketing, Sarah Allwardt oversees all property marketing activities across all regions. Working closely with Operations Leadership, Sarah develops and executes marketing strategies and programs both portfolio-wide and at individual communities. She joined RADCO Residential in April 2017, bringing over 10 years of multifamily marketing experience from previous roles at Post Properties and MAA.

Sarah received a BA in English from Wittenberg University and specializes in website content creation, print and digital advertising, and online reputation/social media management. She appreciates RADCO’s genuine commitment to continually evolve and innovate across the organization, ensuring we deliver on our mission to Build Better Living for our residents.



Jessica Gordon

Director of Learning & Development

Jessica Gordon joined RADCO Residential in August 2017 as the Director of Learning & Development. In this role, Jessica architects L&D strategies which deepen our learning culture. She brings over a decade of experience in developing learning programs for luxury service providers in the real estate, hospitality, finance, technology, and retail industries. She holds a M.S. in HR from New York University, specializing in learning, development, and executive coaching.

Jessica’s motto, “Where there’s a will, there’s a way” is core to her strategic approach to service, and her passion for empowering people to reach their full potential fuels her daily work.

Todd Horton

Director of Information Systems

Todd Horton came to the RADCO Residential family having already worked with several of our team members. Now Director of Information Systems, Todd studied accounting and information systems at Stetson University and brings more than 20 years of experience in the industry to our team. He enjoys providing answers, streamlining tasks and improving efficiency and accuracy in his role.

He appreciates that RADCO’s focus on people reflects his own mentality about the industry. Todd has won several industry awards including 2004 Rookie of the Year and a Gold Post award. His ability to share systems and processes to efficiently meet our needs and goals makes him an invaluable asset to the RADCO Residential team.



Travis Osteen

Director of Human Resources

Travis Osteen joined RADCO Residential in March 2017 as the Director of Human Resources. In this role, Travis oversees all Human Resources and Benefits functions at RADCO, with a focus on increasing overall process effectiveness and leveraging data and analytics to improve all HR platforms.

Travis comes to RADCO with extensive experience in human resources, recruitment, and compliance within the hospitality industry, including Universal Orlando Resort, Miller’s Ale House, and Holiday Inn Club Vacations. He is a member of the Society of Human Resources Management. As a new resident of Atlanta, Travis enjoys spending his free time exploring the city.



Xun Qiu

Director of Transitions and Ancillary Services

Xun Qiu joined RADCO Residential in May 2016, and her can-do attitude and creative solution-oriented skills have allowed her to excel in a variety of roles during her tenure with the company. Currently, she facilitates successful transitions during new property acquisitions or dispositions, which requires coordination with a multitude of internal departments and third-party vendors. She also works with RADCO’s Operations and Investments teams to implement new ancillary income initiatives and coordinate national contracts.

Xun gained her roots in the multifamily industry over 6 years ago, traveling nationally as part of a management training program, with a heavy focus on rehabilitation and reposition of distressed properties. She earned her Bachelor of Arts degree in Anthropology and Sociology from Agnes Scott College in Decatur, GA. In her spare time, Xun can be found attending local food festivals and live concerts, spending time with her dog, or enjoying a leisurely weekend brunch.
